Summary

Learning & Development Specialist responsible for designing, developing, and implementing comprehensive learning programs and workshops for City of Aurora employees. The role fosters continuous learning and organizational development aligned with the city's core values.

Qualifications: Bachelor's degree in Organizational Leadership, Communication Studies, Business Administration, Training and Development, Public Administration, or related field; minimum 3 years of progressive experience in employee training, staff development, or human/community organizations.
Location: Aurora, Colorado
Compensation: Not provided by employer. Typical compensation for this role is $48,000 – $62,000/year based on title, seniority, and location.

OVERVIEW OF POSITION / DEPARTMENT The Learning and Development Specialist fosters a culture of continuous learning and promotes a growth mindset that aligns with the City’s core values. The role is primarily responsible for content analysis, design, development, implementation, facilitation, and evaluation.

Responsibilities
• Research and designs content for learning and development workshops, programs, and learning experiences for various employee classifications using adult learning theory and practices.
• Supports compliance training by working with other departments’ knowledge experts in designing content for training and/or converting content into learner-friendly eLearning modules.
• Consults short-term with other departments leveraging L&D expertise, including training support, LMS, and facilitator-led workshops.
• Develops learning objectives using a variety of interactive and engaging instructional methods and techniques including lectures, group exercises, role-play videos, and pre/post work.
• Creates and provides classroom handouts, instructional materials, aids, and manuals.
• Performs all administrative duties including class preparation, schedule administration, and maintaining participant records.
• Seeks input from and provides feedback to learners to aid with knowledge transfer and behavior change, in addition to leaders on the success of learners and learning programs.
• Partners with various leaders, including Human Resources, Employee Engagement and Organizational Effectiveness, on learning and development solutions.
• Serves as a Subject Matter Expert (SME) when training certified content, such as Insights Discovery.
• Research and recommends external training partners, speakers, and consultants.
• Troubleshoots technical issues before and during sessions.
• Serves as administrator of the learning and management system as needed.
• Perform additional duties as assigned.

Requirements
• An equivalent combination of education, training and experience that demonstrates required knowledge, skills, and abilities may be considered.
• Education: Bachelor's degree in Organizational Leadership, Communication Studies, Business Administration, Business Management, Training and Development, Public Administration, or a directly related field.
• Experience: At least 3 years of progressively responsible experience in employee training programs, staff development programs or human/community organizations.
• Knowledge: Knowledge of principles of adult learning; methods of curriculum and materials design; and instruction delivery to groups of diverse adults. Knowledge of principles and procedures of human resources management operations. Knowledge of city structure, operations, leadership, core values, and service to the community.
• Abilities: Ability to manage multiple projects to meet implementation target dates Ability to show judgment and initiative and to accomplish job duties Ability to work independently and with a group Ability to consistently present and communicate in a professional, poised, and respectful manner as a representative of the HR department. Ability to consistently verbalize and model core values during all course offerings. Ability to create and sustain a safe and meaningful learning environment where learners feel able to make mistakes and share information without fear of penalty. Ability to adjust curriculum or presentation as conditions change and still meet learning objectives. Ability to show respect and keep order in a training environment when the discussion involves varying opinions and perspectives Ability to identify problems, troubleshoot, evaluate, and use sound judgment to make recommendations
• Skills: Strong interpersonal skills with demonstrated capabilities in public relations and communications, and be comfortable with public speaking of various-sized size audiences as an instructor. Give full attention to what learners are saying, take time to understand the points being made, ask questions as appropriate, and not interrupt at inappropriate times. Instruct adult learners using various instructional techniques and methods. Effectively manage a classroom setting that models the city’s core values. Convey knowledge and information in a manner that encourages learners to apply the skills and knowledge learned.
