Shine Early Learning is seeking a Partnership Development Specialist to expand their Public Systems network through sales and relationship-building. This temporary position focuses on supporting states and municipalities in the early childhood education sector.
Responsibilities: Build brand awareness, identify sales opportunities, manage relationships with stakeholders, and support business development efforts including RFP submissions and grant writing.
Skills: Strong communication, negotiation, and relationship management skills; experience in business development or sales; familiarity with grant writing and CRM software like Hubspot.
Qualifications: Bachelor’s degree and over 5 years of relevant experience, preferably in public sector or early childhood education.
Location: The job can be performed from anywhere in the United States, with up to 50% travel required.
Compensation: Not provided by employer. Typical compensation ranges for this position are between $65,000 - $85,000.

Shine Early Learning is looking for aPartnership Development Specialistto help expand our Public Systems network through sales, relationship-building, and business development activities. This role supports states, municipalities, and school districts with training, technical assistance, and quality improvement solutions.
What You’ll Do:
- Build brand awareness by representing Shine at events and in early learning communities
- Identify new sales opportunities and cultivate strong partnerships
- Lead or support RFP submissions, grants, and business development efforts
- Manage relationships with executive leaders, subcontractors, and stakeholders
- Track opportunities and maintain accurate CRM reporting in Hubspot
About You:
- Bachelor’s degree + 5+ years in business development, partnerships, or sales (public sector/early childhood focus preferred)
- Strong communication, negotiation, and relationship management skills
- Experience with grant writing or competitive proposals a plus
- Able to travel up to 50%
This is a temporary role through January 31, 2026, with the possibility to extend.
