Summary

Senior Manager responsible for delivering comprehensive HR business services to early learning partners, combining customer service excellence with revenue generation and strategic account management.

Key Responsibilities: Serves as primary point of contact for assigned partners, managing HR service delivery across recruitment, onboarding, performance management, compliance, and training. Identifies upselling opportunities, develops account strategies, leads HR projects, and ensures regulatory compliance while maintaining strong partner relationships.
Skills & Tools: Expert HR knowledge across all core functions, account management and relationship building, change management, project management, sales and business development, HR compliance expertise, data analysis and reporting, mentoring abilities, and strong communication skills.
Qualifications: Associate degree in Human Resources required (Bachelor's preferred); minimum 5 years progressive HR experience and 2 years supervisory experience required; PHR or SHRM-CP certification preferred.

Job Description

Job Summary:

The Senior Manager of Human Resource Business Services is responsible for managing and delivering HR business services to Shine Early Learning’s partners. This role combines customer service excellence with revenue generation, ensuring that partners receive high-quality HR solutions tailored to their needs.

Essential Duties & Responsibilities:

● Serves as the primary point of contact for assigned partners, managing their HR service needs

● Conducts regular partner meetings to assess needs, provide updates, and maintain strong relationships

● Develops and implements account management strategies to ensure partner retention and growth

● Oversees the delivery of a wide range of HR services, including but not limited to:

  • Recruitment and talent acquisition
  • Employee onboarding and offboarding
  • Performance management systems
  • Employee relations and conflict resolution
  • Training and development programs
  • HR policy development and implementation

● Ensures timely and effective delivery of all HR services to partners

● Collaborates with internal teams to customize HR solutions for each partner's unique needs

● Identifies upselling opportunities within existing partner accounts

● Proposes and pitches additional HR services to expand partner engagements

● Develops pricing strategies for custom HR solutions

● Participates in proposal development and presentations for new business opportunities

● Provides expert HR advice and guidance to partners on complex issues

● Conducts HR audits to identify areas for improvement in partners' HR processes

● Develops strategic HR plans aligned with partners' business objectives

● Offers change management support for partners undergoing organizational transitions

● Ensures all delivered HR services comply with relevant laws and regulations, including the Office of Head Start

● Keeps partners informed about changes in employment laws and HR best practices

● Assists partners in mitigating HR-related risks and maintaining compliance

● Leads and coordinates HR projects for partners, such as HRIS implementations or organizational restructuring

● Develops project plans, timelines, and budgets

● Monitors project progress and ensure successful completion within agreed parameters

● Prepares and presents regular reports on service performance, partner feedback, and account growth

● Analyzes HR metrics and KPIs to demonstrate the value of services provided

● Develops data-driven recommendations for improving partner HR functions

● Stays updated on HR trends, technologies, and best practices

● Contributes to the development of new HR service offerings

● Participates in internal knowledge-sharing sessions to enhance team capabilities

● Works closely with other teams to ensure integrated service delivery

● Mentors junior team members and share expertise across the organization

● Participates in assigned meetings, events and training as required

Job Requirements:

1. Associate degree in human resources required; Bachelor’s Degree in human resources or related field preferred.

2. Minimum of five (5) years of progressive experience in HR.

3. Minimum of two (2) years of supervisory experience in a professional setting required; demonstrated experience in change management and organizational development preferred.

4. PHR or SHRM-CP certification or higher preferred.

5. Physical exam and background checks are required for this position.

6. Travel required locally or long-distance up to 30% of the time for work-related meetings and functions.

7. Must have a valid driver’s license and/or reliable transportation.

Salary range: $73,571- $93,803
