Research Security Analyst

Required Qualifications (as evidenced by an attached resume):

Bachelor's degree (foreign equivalent or higher) and three (3) years of full-time relevant and progressively responsible experience in research compliance, sponsored programs, research, or other appropriate field. In lieu of a bachelor's degree and three (3) years of experience, any combination of relevant education and experience totaling seven (7) years (relevant experience may reflect research administration, research compliance, foreign influence, sponsored programs administration, etc.) may be considered. Generalized knowledge of federal regulatory requirements as they relate to research security including foreign influence and federal sponsor disclosure requirements. Experience working in a large complex organization such as a large university, hospital, or large-sized company/not-for-profit organization.

Preferred Qualifications:

Master's Degree (foreign equivalent or higher) Global Affairs, Digital Forensics, Global Risk, Data Science, Business, Auditing, Research Administration, Political Science, Compliance or a related field. Two (2) years full-time experience with federal regulatory requirements or research compliance experience as they related to research security including foreign influence and sponsor disclosure requirements. Experience with presentation tools such as PowerPoint, Google Sheets, etc. Experience with developing training materials. Experience with data mining and using search engines and software. Experience working in a team environment. Experience in higher education.

Brief Description of Duties:

The Research Security Analyst will report to the Director of Research Security in the Office of Research Security. This position will provide support for the Research Security program at the university, ensuring compliance with applicable federal laws and regulations. This position triages, investigates, and responds to foreign influence related inquiries, concerns, and complaints. Acts as liaison with all internal and external customers and promotes an understanding of foreign influence issues, laws, regulations, and consequences of non-compliance. The Research Analyst is responsible for researching foreign influence related topics and regulation changes. Provides training and guidance on foreign influence, federal sponsor disclosure standards, insider threat awareness, and controlled-unclassified research requirements. The impact and scope of these duties, along with the auditing, and legal compliance duties, require the use of discretion and judgment on matters of significance to the mission of the university.

? Program Management:

? Conducts daily functions of the research security compliance program. Reviews organizational activities for any foreign influence implications. Creates reports regarding university international activities. Maintains foreign influence tracking systems, databases, and documentation. Creates and delivers foreign influence compliance education and training. Coordinates with other Departments/Team Members as needed to complete foreign influence reviews. Foster collaborations with faculty, researchers, and other university departments and offices to understand and address their unique support service needs. Establish excellent working relationships with key stakeholders and groups. Serve as a resource to the research community and other administrative offices in answering inquiries related to research security, international collaborations, and engagement with foreign entities. Maintain a central email inbox and highlight trends in questions to inform future communication/training needs.

? Policy and Program Development:

? Monitors changes, analyzes trends, and remains current on local, state, and federal regulatory requirements. Assist the Director of Research Security with the creation and maintenance of policies, processes, and programs directly related to the foreign influence area of research security. Assist the Director of Research Security to develop and implement a training program for SBU to conduct a restricted research program, permitting SBU's restricted research portfolio. Develop and lead training sessions, workshops, and create documentation with other team members in the Office of Research Security. Assist the Director of Research Security with website content, newsletter preparation and training materials in all areas of foreign influence and sponsor disclosure requirements.

The Research Foundation of SUNY is a private educational corporation. Employment is subject to the Research Foundation policies and procedures, sponsor guidelines and the availability of funding. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
